Arrears rates and taxes of previous owner

I saw a dicussion about new owners are not responsible for previous owners debt.....I bought property on an sheriff auction. It was mentioned that the arrears on rates and taxes was R77000. After i signed the offer to purchase I went to the municipality and asked if i can pay the amount in installments or is there any discount for settlement. They refused on both questions.Now i have to pay this amount for a clearance certificate. Is this allso included in this discussion that i am not liable for this previous owners debt? I will be happy to have an answer to this. The amount the municipality have now is +- R85000.This is running from 1998......
