If I inform an agent verbally or via e-mail that I wish to put in an offer to purchase, and I give an indication of the price I am willing to offer, but the agent does not believe the offer price is good enough, can they choose not to take the offer to the seller?

In terms of the Estate Agents' Code of Conduct, all written offers need to be submitted to the Seller. Most agents should insist on written offers and then they are obliged to present them to the Seller.
