Draft labour law changes questioned

Johannesburg - Proposed changes to labour regulations will not create jobs, the SA Chamber of Commerce and Industry (Sacci) said on Tuesday.

It said labour regulations should promote job creation and economic growth.

"Unfortunately, some of the proposed amendments... do exactly the opposite, by imposing further costs on business (that wish) to employ workers."

Sacci submitted its views on the proposed changes to the Basic Conditions of Employment Act and the Labour Relations Act to the parliamentary portfolio committee on labour.

It said the two draft laws increased uncertainty among employers and did not give them incentives to employ more people.

The chamber was worried by the proposed equal treatment of temporary and permanent workers after a six-month term, and the extension of picketing rights to unrelated third parties.

"We call upon parliament... to request the department of labour to address the problematic amendments in order to achieve greater certainty for the business community."
