Johannesburg - Public Works Minister Thulas Nxesi said on Thursday that the country's construction sector needed massive transformation.

Addressing delegates at the National Union of Mineworkers' (NUM) central executive committee meeting, he said: "The industry has to transform and include black professionals. Engineers, surveyors and all sorts of artisans in the sector are male and white.

"There is no transformation in that sector from where I am sitting."

Collective bargaining

A number of industry associations in construction refused to accept collective bargaining, he said.

"NUM is the largest union in the construction sector. You need to organise and make sure social transformation takes place.

"You must ask yourselves how you are going to force these associations to accept collective bargaining," Nxesi said.

Job losses in the sector needed a co-ordinated plan. The industry had the worst fatalities and injuries, he said.

"We need a social plan for the industry to mitigate job losses. As workers lose jobs, training programmes in the EPWP should be in place to ensure that the EPWP absorbs these workers," he said, referring to the expanded public works programme.

The sector education training authorities (Setas) needed to start showing good results.

Nxesi said most Congress of SA Trade Unions affiliates sat in Seta boards, but there were no returns.

"It cannot be that leaders from affiliates sit in Setas, but we do not see any results."

    Why does everything that is working have to be crippled in the name of transforacism? Rather start investing at the entry level and then everything will work itself out. If they started that in 1994 our country would have been much better off

    For a start reopen the trade schools and maybe we can get more quality artisans. Get the school matriculation pass mark increased to a level where we will have individuals who have a chance of succeeding in university. Maybe we will then get the engineers required.

    Sorry bro, but in some cases, you HAVE to hire on merit. If you hire an incompetent accountant or lawyer to make the numbers look good, the results are not usually life threatening. If you hire an engineer based on anything OTHER than their competence, you are literally gambling with people's lives. Until the ANC improves the education system and stops the brain drain, this is the ONLU logical conclusion: hire the BEST candidate for the job, regardless of race. Sadly, thanks to the ANC education fiasco for the past 20 years, that's not likely to be an AA candidate. Blame the government.

    Ok.. So i sat in varsity with about half the class black. Got the same lectures and wrote the same exams. Also applied for 30 plus jobs. Did not get any. Decided ill take my knowledge start a construction company. None of my black class mates did something similar. This was less than 6 years ago. So now i should be penalized? There is so much work available. The majority of people with cash to burn is the black middle class. Why not use it??

    I fail to understand why there is the constant need to transform white business's into black business in a country where the black majority rules, is currently advantaged and has all doors open to them. With a government that awards tenders with BEE being a huge factor it seems logical to start new wholly owned black companies.

    The SETAS not producing results (despite us funding them) because they always were a badly conceived idea, a grand scheme of social engineering (much like Apartheid was), not by an engineer though, because engineers know how to make things work. To become an engineer you need skill, aptitude, insight, talent, base education, years of hard work studying (which involves many personal sacrifices) - that's a long hard process that cannot be socially engineered. There are loads of opportunities for PDA's to go this way, why no results then?

    If you want to do any good minister, start explaining that by labour treating business as the enemy to be defeated, they may defeat business and then what will remain of our country, besides beggars and economic refugees? Labour should see themselves as a factor of production, like finance, wanting a fair return. Minister, your job is to take a lead in improving relationships, it is not to take a lead in worsening them!

    Ok, so a black engineer builds a shopping mall (don't worry about the fact that he got 30% pass for matric, didn't pass satisfactorily for an engineering degree. He is there merely because he is black NOT because he has crucial knowledge and qualifications and experience needed to be in an area such as engineering! Like getting a medical degree because you are black, NOT because you studied your ass off to get there, and so therefore you have zip idea of what to do in any crisis/emergency! Is this government EVER going to wake up and realise what they are trying to do is NOT in any way helping the country, only continuing to destroy it? So sad!

Then, one day...while digging in your nose, you saw 1, yes, 1 white person that wore a hard hat at a construction site. That worried you. You thought, "EISH, ANOTHER EUROPEAN..NO NO NO NO" "WE HAVE TO GET RID OF THEM NOW!!!" Now, you are running around telling everyone there is too many whites in construction, while, in actual fact, there is 1 white for every 100 blacks. MMMm..this means you should actually employ more whites since we should have a 10% equity ration with employment. SO NXESI???? Where is the other 9% of whites needed to balance your BEE laws? So it is ok to have a 100% owned and 100% black only labour force....but GOD FORBID that a white person is employed anywhere!!!!
