South Africa's power system is so constrained it has almost exhausted its reserve tank, Eskom CEO Tshediso Matona said on Thursday.

He compared the power system to a car, saying South Africa has been on a reserve tank and now almost exhausted the reserve space.

"It is like driving a car which has passed its reserve margin, yet the dial continues to move to the point where you could pretty much have a breakdown. We have all but exhausted the reserve space."

Elements of the Gauteng e-toll system must be reviewed, Gauteng premier David Makhura announced on Thursday.

These elements related to the affordability, sustainability and administration problems with the system, he said.

Makhura was addressing media on findings and recommendations following a report made by a panel which reviewed the socio-economic impact of the e-tolls last year.

Minister of Small Business Development Lindiwe Zulu has been taken to task for not engaging with relevant experts in a sector that is at a critical low point in South Africa, according to the UCT’s Centre for Innovation and Entrepreneurship.

The centre’s director, Dr Michael Herrington, said the Global Entrepreneurship Monitor (GEM) shows that during the past 14 years, between 6% and 10% of the adult population in South Africa were in the process or considering starting a business.

As South Africans turn to using wearable technologies while driving, an expert says law enforcement may struggle to decide on how to proceed. Google Glass has already caused concern among enforcement agencies in the US.

And while South Africans are prohibited from using phones while driving their cars, new technologies muddy the waters.

"It's not clear how the law would treat wearable mobile technology like Google Glass or smart watches. Road Traffic Ordinance Regulation 308A prohibits a driver from holding a mobile phone or communication device in one or both hands or with any other part of their body while driving," Russel Luck, a specialist technology attorney at Michalsons Attorneys, told Fin24.

Facebook has reinstated a popular group on the social network after fans erupted when it was banned.

The group, Atheist Republic, was banned on January 8 for contravening the social network's terms of use.

"The group 'Atheist Republic' has been removed because it violates our terms of use," Facebook said in a terse message that accused the group with 54 000 members of "hateful, threatening or obscene behaviour".

A food company has applied to the Constitutional Court to challenge a ruling which bars it from producing a KitKat lookalike, Netwerk24 reported on Thursday.

This was after the Supreme Court of Appeal (SCA) in Bloemfontein ruled against the manufacturers of the Tiffany Break on the grounds of intellectual property and trademark law.

Government has increased funding to the National Student Financial Aid Scheme (NSFAS) to cater for poor and disabled students, Higher Education Minister Blade Nzimande said on Monday.

"NSFAS will be funding 205 000 first-time entering and continuing eligible students at universities and 200 000 students at technical and vocational education and training (TVET) colleges in 2015," he said in Pretoria.
