Johannesburg - Trevor Manuel said on Friday that the question of border protection was a very difficult one, but that a less hysterical approach was needed and a skills balance was necessary.
The finance minister was speaking at the Financial Mail Medium-Term Budget briefing.
"The human spirit is quite extraordinary. There have been stories of people dying trying to get into countries," he noted.
He said the skills balance was important in immigration policy.

"There is all this talk of Zimbabweans coming in, but if you meet many of (them) you will meet a lot of professionals and skilled people. Our experience is now becoming a global experience. It's not an easy issue, but we need a less hysterical discourse about this issue," concluded Manuel.
