Zim loan must not be 'blank cheque'

Johannesburg - A budgetary support loan of around R827m sought by Zimbabwe from the South African government should not be granted without strict conditions, the Democratic Alliance said on Sunday.

DA international relations spokesperson Ian Davidson said in a statement that he had written to Finance Minister Pravin Gordhan asking that any funding to Zimbabwe have conditions aimed at helping the country reach peaceful political transition.

"In particular, we cannot provide funding to Zimbabwe if (an) agreement is not reached on a new... constitution, or if an election before the new constitution has been finalised and agreed by all relevant parties," Davidson said.

The DA was concerned that the money would be used for political campaigning and to fund Zimbabwean president Robert Mugabe's militia, rather than for the benefit of the Zimbabwean public.

"We will also recommend that the funding is given on a ring-fenced basis for specific projects and not as a blank cheque for Mugabe."

    Are these people for real? This can't be seen as a loan as the money will never be paid back. Zim don't even have money to pay there gov. doctors. Bob is the only one who gets his salary like clockwork.

      RDPs are wasting a lot off money because 2 years down the line, they must be redone. Think off other wise to spent the money i.e. Loaning Zim or Swaziland

    Ian Davidson, the SA government does not have money to build and\\or maintain roads, to pay for the e-tolls, etc. This notwithstanding treating the taxpayer like a cash cow and milking the taxpayer to death. Where is the loan to Zimbabwe going to come from? Do we suddenly have money for tyrants who have deliberately destroyed their economies and pocketed the proceeds? Besides, we are already hosting half the population of Zimbabwe right here in SA. Our public health system, schools and other amenities are balking under pressure as a result. Are we now going to carry the government of Zimbabwe too and its people even though we know that Mugabe has that type of money in his numerous bank accounts? I don't think SA has money to be written off. Therefore the loan must NOT be granted, period!

      Well said, Themba - I just wish more people would think like you do. As it is, we recently also 'gave' (NOT lent) Swaziland a substantial sum of money which was meant to help the poor, but Mswati - like Mugabe, Zuma and every other African dictator regard it as their RIGHT to be given inordinate amounts of money which they use for their own pruposes, and to hell with the people on ground level - and the taxpayers who are considered their cash-cows...

      Janevanrensburg, did we in fact give the `loan` to Mswati? I think we did not. There were certain conditions which Mswati~ that despot who`s been collecting wives and making babies like that was fashionable ~ dug his heels and insisted they be removed. I think the money was set aside, but he never came to the party. SA has since been waiting for him to sign on the dotted line, but he sat back hoping money will just thrown down the drain for him to maintain his expensive lifestyle the same way as SA`s Zuma

    We have beggars at every traffic light and vast squatter camps protesting lack of service delivery and we want to GIVE Mugabe more money so he can buy more property overseas and Grace can go shopping. Gadafi had stolen $200 billion of his peoples money and taken it overseas. We support the wrong people because we have the wrong people in government. Mugabe, Gadafi, Castro. All the ANC buddies. They stole from their people the same way ANC stole from us. R675 billion lost to corruption.

    If SA believe most of the countries money is in the hands of the whites, then I say SA should not cave in and give ZIM what it does not want - namely White assistance. Let them prove to the world that Blacks in ZIM are intelligent enough to take care of themselves. Or allow the honor to die trying. Win Win for everyone.

    OMW! If SA has THAT much money stashed away, then the shack dwellers, hospitals, schools under trees, homeless people should all march to their nearest ANC offices and demand what is due to them. No government in its right mind will "loan" Bob anything unless he resigns. THAT should be the proviso, if the ANC feels the need to part with our money.

    I feel sorry for the ZIM residents, but we in SA have our own problems with unemployment, health systems, housing, education, crime and other issues that need urgent attention and funding! If SA even considers lending Mugabe (a Racist and Wacko Dictator) money, our Government is just as corrupt and can't be trusted with Tax Payers monies in the State Coffers! Mugabe must sell all his homes, his wife's dairy farms and dig into his own Swiss Bank accounts! I simply can't even understand the gutzpah ZIM has to come t SA for loans!

    This "loan" will never be repaid. We will not live long enough to see that happen. Its in effect a donation. Same with the loan to Swaziland.

      Wrong Mugabe is getting money from the Chinese. This money is used to fuel tha ZANU PF politics of patronage and corruption whilst the civil servants go unpaid and the hospitals go unstaffed an ill resourced.

    Magube has enough private funds that he stole from Zim to pay this amount out of his back pocket. he should be indited for war crimes and all his stolen money repatriated. There will then be plenty for everybody. Why take the money from the SA poor? This could lead to a tax -payers revolt. SA First!
