Customs officials found 1 500 cartons of cigarettes with an estimated street value of R4.7m and 1 900 counterfeit DVDs, computer and Playstation games worth about R3m, SARS spokesman Sechaba Nkosi said.
The goods were found in 130 storage units in an industrial area near Germiston. Their confiscation prevented a loss of R3.2m in Value Added Tax to the fiscus.
Investigators were following the paper trail and Nkosi said arrests were imminent.
The find comes one day ahead of International Customs Day which will be observed by SARS and 163 members of the World Customs Organisation.
Commercial fraud was a serious concern for customs administrations around the world as it threatened the economic security of trade supply chains.
