Pretoria - Stimulating South Africa's productive capacity would be crucial to reducing unemploment, President Jacob Zuma said on Tuesday.
Speaking at the presidential summit on labour, Zuma said the economy needed to be reformed to make it more labour absorbing.
The economic boom prior to the 2009 recession had not seen the government meet its targets of unemployment reduction and this left the country with enormous inequalities.
"There's no sharper sign of exclusion than exclusion from the economy."
The country needed to do more to tackle job creation and while he was happy that the economy was showing signs of recovery, he warned that it would be a slow recovery.
It was important for the government, labour and business to work together in partnership to address unemployment, said Zuma.
