"I wanted to report again to the American people that we've made some additional progress this evening," Obama said, after his second late-night summit in as many days with his top Republican foe.
"My hope is, that I will be able to announce to the American people sometime relatively early in the day that a shutdown has been averted that a deal has been completed," Obama said.
"There's no certainty yet. But I expect an answer sometime early in the day."
Obama spoke to reporters after his second Oval Office negotiating session of the day with House of Representatives Speaker John Boehner and Senate Democratic majority leader Harry Reid.
He said staff from both sides would continue to talk through the night in search of a deal ahead of a midnight Friday deadline for the government to close nonessential services.
