He said the deals were for wholly owned and managed black companies in the financial services sector, media and publishing, distribution and telecommunications sectors.
"This uptake of NEF products will increase," the minister told reporters at parliament.
He said an amount of R150m has already been transferred to the NEF for this current financial year, and a further R600m would be transferred in April next year.
The state-funded NEF was established in 1997 to provide, among other things, venture capital for black entrepreneurs.
Commenting on the Apex Fund, a micro credit entity aimed at supporting the small business sector, Mpahlwa said the entity would be registered within the next two weeks.
"We will soon table before Cabinet names of people who would serve on the Apex Fund Board," he said, adding that the fund's disbursements would hopefully be made before the end of the year.
