NDP central to spending

Cape Town - The National Development Plan (NDP) is central to government's allocation of resources over the next three years, says the National Treasury.

"The proposed allocation of resources over the next three years is informed by government's strategic priorities, in particular the NDP," according to its 2013 Medium-Term Budget Policy Statement (MTBPS), tabled on Wednesday.

Noting that the NDP - implemented in stages, starting from February this year - sets a broad framework for growth based on a more competitive economy, it warns that government will need to up its game to improve service delivery.

"Implementing the plan will require government to strengthen its role as an enabler of economic development, and improve the ways in which policies are translated into service delivery."

The MTBPS says government "has begun the process of drafting a medium-term strategic framework for the next administration, which will fully incorporate the NDP into South Africa's developmental agenda".

Trade unions have voiced strong opposition to the NDP, while organised business and opposition parties have called on Finance Minister Pravin Gordhan to firmly set government on a course to implement the 30-year growth plan.
