Pretoria - Senior municipal officials found conniving or failing to do their jobs, could in future be subjected to the same set of disciplinary procedures countrywide.
Municipal managers and senior officials (Section 56 appointments) fall outside the purview of the Local Government Bargaining Council, and often become the subjects of political infighting.
The Department of Cooperative Governance and Traditional Affairs has published the "Draft Disciplinary Code and Procedures" for such officials in the Government Gazette.
Interested parties have until January 31 to comment.
A recent audit of the state of municipalities has indicated that the absence of uniform rules for disciplinary steps results in municipalities doing as they wish.
In North West, in particular, the consequence has been lengthy and drawn-out court cases.
According to the audit, there are many examples of top officials being unfairly suspended or dismissed.
On the other hand, says the report, there should be procedures to remove people that fail to do their work or act illegally.
Incidents of low productivity, poor workforce motivation and poor supervision within various municipalities have been cited.
The aim of the draft code is to ensure fair treatment of senior officials who often land up the victims of political interference in administrative affairs.
