Madonsela recommends action against Montana

Pretoria – Disciplinary action has to be taken against former Prasa CEO Lucky Montana for the maladministration at the parastatal, Public Protector Thuli Madonsela said on Monday.

Prasa board chairperson Popo Molefe had to report details of the alleged financial misconduct that took place to the Treasury and the Auditor General, and explain what he intended to do about it.

These were among the recommendations Madonsela made in her report Derailed, released in Pretoria on Monday. In it she found that 19 of 32 complaints brought against Prasa by trade union Satawu in 2012 were substantiated.

“Both Mr Montana and the board welcomed the provisional report. They have committed themselves to implementing the remedial action. For this I am grateful,” she said.

Their conduct exemplified relations between her office and other organs of state, she said.

She added that her provisional report did not differ substantially from the final report released on Monday.

Molefe had to help Treasury conduct a forensic investigation into all Prasa contracts above R10m since 2012. He had to take steps to prevent maladministration and wrongdoing in the procurement system.

Madonsela instructed Transport Minister Dipuo Peters to ensure the Prasa board acted on the report and took disciplinary action against those implicated.

She added that information had to be “clawed out of Prasa management” and when it came, it was incomplete.

“Had this been an audit, only a disclaimer would have been a legitimate outcome,” she said.
