Joburg gets R52.6bn budget

Johannesburg - The City of Johannesburg has been allocated a budget of R52.6bn for the 2015/16 financial year, finance mayoral committee member Geoffrey Makhubo said on Tuesday.

Makhubo was speaking at the 2015 budget speech in Sandton, north of Johannesburg.

The amount was made up of R42.7bn operating expenditure and R9.9bn for capital expenditure, he said.

The capital budget allocations would address the city's Capital Investment Framework which sought to, among others, contribute towards the eradication of service delivery obligations in poor and marginalised areas, he said.

This fell under the Sustainable Services Cluster, which was allocated a R25.9bn operating budget.

The SSC oversees and coordinates the bulk of the city's service delivery obligations.

The housing department was allocated R864m to be used in areas, including the roads and storm water drainage systems, building new settlements and the refurbishment of existing hostels in the city.

"Work will also continue in the existing mixed development flagship projects of Fleurhof and Lufhereng.

"When completed, Fleurhof will be one of the largest integrated housing developments in Gauteng," Makhubo said.

The city's power utility City Power was allocated R15.4bn.

Makhubo said the utility would continue rolling out prepaid and smart meters.

"[The meters] will not only protect the city's revenue streams, but will also mitigate the impact of load-shedding through the load-limiting capabilities of the meters."

He told those present at the budget speech that the use of candles, paraffin stoves and fires for warmth, mostly in informal settlements, would be a thing of the past.

"We have set aside R200m for the electrification of informal settlements in 2015/16 with a further R200m set aside for 2016/17," he said.

Johannesburg Water would receive R7.2bn to address backlogs and maintenance, Makhubo said.

The city's waste management company Pikitup would receive R2bn, which would be spent on services including street sweeping and the removal of waste dumped illegally.

The Johannesburg Social and Housing Company (JOSHCO) was allocated R138m for new rental housing projects in areas including Dobsonville, Kliptown, Golden Highway, Lombardy East, Princess Plots and Turffontein.
