Cape Town - On Thursday Minister of Health Dr Aaron Motsoaledi is expected to announce how the national health insurance (NHI) scheme will be introduced.
In its election manifesto the ANC promised to implement the new health-cover plan within five years. But the wheels of the NHI will slow down after Minister of Finance Pravin Gordhan made no provision for it in last week's medium-term expenditure framework.
At the time Gordhan said that there was a need to return to discussions on the NHI. The focus will now have to be on the upgrading of hospitals and hospital management, as well as on the health industry's procurement systems.
It seems that the NHI plans will be introduced only in the long term.
On Tuesday Health Department spokesperson Fidel Hadebe told Sake24 that Motsoaledi would hold an NHI information session in Pretoria on Thursday.
According to documents already made public, the NHI will be based on social solidarity, which means that access to healthcare will be determined not by a person's ability to pay, but by need.
Progressive taxation has been proposed - which means the more you earn, the more you pay.
People who can afford to pay will subsidise those that cannot and employers and employees will have to contribute.
All funds will be paid into a state-administered NHI fund.
