Cape Town - Finance Minister Pravin Gordhan is poised to give government's R80bn procurement system a radical overhaul.

Tabling his provincial budgets expenditure review in parliament on Wednesday, Gordhan said the decision taken seven years ago to decentralise procurement decisions had not worked.

"Clearly this has led to abuse. There has been significant leakage from government," said Gordhan, who added that the team he had appointed to review the system had a thorough understanding of the systemic problems and would be ready to present their findings in the next few weeks.

According to the auditor-general, R600m was lost last year due to tender rigging by some 2 000 civil servants.

Gordhan promised action would be taken against guilty individuals.

He also stressed that corruption and tender fraud were not one-sided, saying businesses had also been feeding off available opportunities by, for instance, charging excessive prices.

"I call it the fax machine phenomenon," said Gordhan, explaining he had recently learned about a fax machine that retailed for R1 100 being sold to a government entity for R4 000.
