Johannesburg - New financial control measures have been introduced in the Gauteng government, the provincial finance department said on Tuesday.
Spokesperson John Sukazi said officials would in future not be allowed to put out tenders of over R10m before making sure there was money for the project or services concerned.
The provincial department of finance would check whether there was enough money available in the current year and for the proposed lifespan of the tender award.
To improve project planning and general infrastructure spending, all departments also needed to submit credible project implementation plans a year in advance.
These included alternative building materials and non-conventional construction methods, Sukazi said.
To accelerate the spending of money on infrastructure, a team comprising the heads of departments of education, health, infrastructure development and finance would meet weekly to assess progress on the delivery programmes.
They were expected to address any problems as soon as they were identified.
The Democratic Alliance in the province earlier said the Gauteng government had underspent by R1.5bn in the last financial year.
But the department said the R1.5bn that it underspent was due to delays in project planning and funds being withheld by the National Treasury.
The money did not translate into savings.
