"The social partners shared a deep concern for the plight of unemployed youth and identified possible measures to create employment," they said in a statement.
They would also look for ways of giving job seekers adequate support by offering them appropriate subsidies, particularly in the short term.
The organisations agreed to work together on a "pragmatic and provincial basis" to support dysfunctional schools and some further education and training colleges.
They resolved to explore a transitional worker registry and to source technology to track and register the unemployed.
