Cape Town – The government should intensify the use of tenders for economic development, the African National Congress (ANC) said in its National General Council (NGC) discussion document released on Monday.
Public procurement and state concessions should be used as policy tools for economic development, the ANC said.
“The state needs to incorporate procurement targets, skills formation targets, broad-based black economic empowerment, (and) small, medium, micro, enterprise and co-operatives targets...,” the ruling party said in a section on procurement.
“Tenders must be issued in an open and transparent manner that does not compromise our objectives,” said a resolution from its 53rd conference, which was held in 2012.
The NGC will be held from 9 to 12 October at Gallagher Estate in Midrand, and comes two-and-a-half years after the ANC’s 2012 Mangaung conference.
It said that in pursuit of achieving open and transparent tendering, SA should lead by subscribing to domestic and multi-lateral initiatives that enhance transparency.
The ANC cited the Extractive Industries Transparency Initiative and the Kimberly Process Certification as examples.
On Monday, ANC head of policy Jeff Radebe told reporters that the NGC would assess progress made in implementing the resolutions taken in 2012, analyse challenges encountered and lessons learnt and identify challenges.
Around 3 000 people were expected to participate in the NGC. of which 2 500 would be delegates representing branches of the ANC.
