Johannesburg - The sectoral education and training authorities (Setas) appeared unable to assist South Africa's unskilled workers become employable, African National Congress secretary-general Kgalema Motlanthe said on Monday.

Although there was a legislative framework to address South Africa's shortage of skilled workers there appeared to be difficulty implementing these programmes, Motlanthe said, briefing media on the party's national executive committee (NEC) lekgotla held at the weekend.

"We have to pay attention to how we address the lack of skills that results in unemployment. Our emphasis from on is implementation, implementation, implementation," he said.

The NEC had agreed the problem was the implementation of programmes, and the weaknesses in South Africa's education and training system.

"We must also ensure that no child is excluded from school on the basis of poverty."

It was unacceptable that companies commission construction work and cannot find labour to carry out the work, as in the case of Sasol's new power station.

"We are concerned by this category of unskilled labour, our Setas are not able to help them. We need practical ways of helping them. There is a legislative framework in place but it must be implemented".
