Johannesburg - Black economic empowerment frameworks need to be changed to enable "real" broad-based black empowerment to take place, ANC treasurer-general Matthews Phosa said on Tuesday.

"It is my view that we do not place enough emphasis in the public sector tender environment on broad-based black economic empowerment, as opposed to BEE vehicles that benefit only a few," he told business people at a Swedish South Africa business breakfast in Midrand.

He said the institutions that needed to oversee BEE had to be finalised.

"It is my view that the oversight regime should be dealt with, in other words, that we finalise those institutions that need to give final momentum to this phase of black economic empowerment," Phosa said.

He also wanted to see the BEE codes and charters adapted to lift administrative burdens for multinational companies doing business in South Africa.

"The complex issue remains that of shareholding, and it is our duty to ensure that the other categories of the BEE scorecard are presented in such a way that they are investor-friendly," Phosa said.
