Pretoria - The South Africa'an government cannot afford pay demands from thousands of public service workers and hopes a deal can be reached next week before a strike widens to nearly a million workers, a minister said on Friday.

Several thousand public servants stopped work on Thursday and union leaders said about a million workers could strike next week over wages.

The labour action has had little impact so far on Africa's biggest economy but a broader strike including customs officers, healthcare workers and other state services could disrupt the economy.

Public Service and Administration Minister Richard Baloyi told reporters that unions representing the workers had until August 4 to agree to the government's latest offer.

"The pen is dropping on Wednesday. If it isn't dropping, the ink dries. We have to put this issue behind us," he said.

Baloyi said the government had other priorities, including infrastructure building, schools and police stations, and any additional spending on wages would stretch sparse resources too thinly.

"There is no leader in South Africa who will say that the government should stop increasing the number of police, nurses, teachers and other categories of public servants in order to use the money that the government has to pay for the salary increments for existing public servants," he said.

Baloyi said the government had already exceeded its budget with its initial offer to state employees.

Workers - including nurses, teachers and immigration officers - have rejected the government's 6.5% wage offer and are demanding an 8.6% increase and a R1 000 monthly housing allowance.

Baloyi said the government had raised its offer on the housing allowance to R630 per month and urged the unions to accept. Its 6.5% wage increase offer remained. The government is concerned that giving nearly a million workers increases of double the inflation rate of 4.2% will fan inflation and hurt efforts to trim a budget deficit of 6.7% of gross domestic product.

Public sector unions in the country's largest umbrella labour group Cosatu have threatened to join the PSA strike as early as next week, swelling the number of potential strikers to 900 000. That would be the biggest public works stoppage in three years.

However, analysts expect a deal as the two sides have narrowed their differences and the government has a track record of buckling in wage negotiations with organised labour, a long-time ANC ally.

Government negotiations for salary inccrease for 2009/2010 initial agreement was 10% why change now, i am employed by Dept of Justice doing admin work with the experience of 26yrs but iam still earning less than 10.000 and i ve got four children to support, every month after receiveng pay i become stressed bcause i do'nt know who to pay or who not to pay.

Yeah yeah yeah... I am in the public service myself... there is no money...but there is money to have truckloads of food delivered to meetings, there is money to have legotla's worth hundreds of thousands of rands... the money must be kept for employing new public servants (forget those that literally sleep at heir desk)... to buy nice new cars, to have birthday parties at the employee's expense... everything goes up, petrol, electricity, groceries, rates and taxes, you name it…and we must be happy to live with what??? Peanuts!!! I am ashamed to say I work in the public service!!

I'm a professional land surveyor earning 8000 from the government. Pity i had a service contract with them. It must be noted that public servants also pay the same tax as everyone else in sa. The problem here is that people at the top who make decisions on pay dont know wat its like to be left with a thousand rand after debit orders go through. An extra thousand for people like me is life changing. Also, why did they make promises before the world cup and now go back on their word? Oh ya, the world was watching , now its not so its back to squabbles over pay. If public servants aren't paid properly there will be no skills retention and if the admin of the country goes down so will every other sector and the economy. Pay what we deserve, competitive with private industry so we could get back to work to run the country. Too long public servants have been cheap labour to the state administration. We really do deserve better and be able to afford houses and cars

Right, so now we all want more money. Is this not the same public servants (I know there are some public servants trying their hardest, but referring to system as a whole) who were protested AGINST for poor service delivery? So, we need to pay all the public "servants" more, give more libraries to people who burn it down? And then what? 60% top level tax bracket? Force the last few people that can create wealth and yet remain loyal to SA to leave? Kill the goose that lays the golden eggs, slaughter the cow that gives you milk.

This is what we expected, ANC said vote 4 us u will get better salaries and they did not specify the exact figure and we voted. we were blind. Hard luck next time. Its time to vote for other parties like DA.If u dont do that, open your business and be your own negotoator for your increament-dont waist time start now.

I could never get along with a teacher . they think they are the know all`s but men among kids and kids among men . They are always over worked and under paid . I the last 15 years under educated to teach a child . Thank goodness my children graduated and on their way . Dont think that they are a succsess because of teachers . I can tell you lots about home education along with going to school . Money !? Start working man , i did 18 hrs per day not moaning,striking,staying away for 28 YEARS .Good luck my children give the world the sign . If you dont find satisfaction in this country , try another . With your education you will be widely accepted . etc.etc.

A coordinated and robust South African DETAX movement is long overdue and must be launched soon! Just like communities are now boycotting the payment of rates to useless municipalities and paying them into a trusts to get the services they pay for, we the hard-working citizens of this country should STOP paying in our income/business taxes as a revolt against this useless, corrupt and nepotic communist State. Stop filling up the cookie bling bling cookie jar. Derail the gravy train.

@RobertKay&Co I am not a Government Emplyee. I pay one hell of a lot of tax per mnth or pa whichever you prefer. I wish you people would start understanding that an employee is not there due to being elected. Not everyone voted for the ANC. If they did, there are a multitude of reasons for doing so, I suppose. Pls don't question my political views, that's not the topic. Government Employees are not there to be vomited upon by people like yourselves and made out to be brainless imbiciles. Quite frankly, in the private sector there are a hell of a lot of people that are equally or more lazy, uneducated, plain rude and merely work for a salary. There you also find people who just work to receive their paycheck. Because you pay tax you think the Govt Employees don't deserve a fair salary dispensation. I just hate it when people start with how they pay the salaries of these people. If it were not for these people, who would actually perform the duties to be entertained by the Administration? Kindly remember that in the private sector as well, the clerks/typists/general staff are at the wrong end of the stick, while the "Private Fat Cats" smile while enjoying the sweet life although the increases are not what people may deem generous or fair. When compared to the private sector there has always been a major difference between what is earned in the private sector vs the public sector. Oh pls, I know about risk and all that blah-blah. I am also highly upset about the flagrant and obnoxious manner of wasting Taxpayers' Money and simply wiping any resistence thereto off the table. I am also disgusted at the arrogant and totally unacceptable management style employed at the top echelon. It sickens me tremendously when a DG or CEO has caused serious financial woes, or has been corrupt, or totally incompetent and walks away with Rmillions! Seriously, is it fair then to hold Govt Employees accountable for this disgraceful and pathetic Executive? Have you ever had the State as an Employer, or someone you know? Do you know the circumstances many of these people have to work in? You just see the "nice". Put yourself in their shoes; remember it has been like this for time almost immemorial and not just now; can you seriously blame them. Grow up, and pls, live and let live.

These guys are crazy!The salary that we are getting cannot secure bonds from financial institutions for houses in townships hence on the other hand they say government employees do not qualify for RDP houses.Thats really crazy.

The only reason that we know who is spending what and on whom is because these matters are reported in the press ,for public scrutiny and awareness. That is the reason that the state wants to muzzle the press so nobody will know about missapropriated funds, nepotism,murder ,rape etc etc. SUPPORT FREEDOM OF THE MEDIA.

I'm a teacher and I'm not pro strike at all, but a realistic salary would be nice. Don't argue that we get holidays and therefore shouldn't complain because if we didn't have holidays there wouldn't be ANY teachers. It's a thankless job. Parents misunderstand the role of the teacher, leaving us to discipline their children, in essence doing their job as well as the job we are employed to do. We deserve a salary that at least allows us to destress during the holiday. Putting up with YOUR children during term time and then being forced to stay at home (our rented home beacause we can't afford our own home) during the holidays because setting foot out the house costs money that we don't have is soul destroying! You can only eat so much baked beans on toast! I want vegetables, fruit and maybe some meat!

What the Minister is offering is crazy, we as public servants we cant even afford to buy houses, cars because we are earning peanuts and the Ministers are staying in beautiful big house driving flashy cars and they gets higher salary increases and we are the ones that are paying for those things.

why the terrain for negotiations is obscure and favor the employers, as enshrined in the LRA no.66 of 1995? why the ANC is silence when COSATU is pushing a campaign of one sector one trade union bacause that undermines the hard fought and won struggles for a liberated work force and the constitution of the republic that provides for a freedom of association?

Now all of sudden we must take the sad effort at a pay increase from our employer to enable the politicians to make good on their election promises. It did not seem to bother them one bit when they spent almost R1.5 billion in the last 12 months on luxury cars; luxury hotels, world cup tickets and getting state contracts for their own businesses or those of family members. Some of the sectors in government got increases of between 8 - 10 % and is getting housing allowances of R 1650.00 or even higher. How is this fair on the 1.3 mil. public servants?

Yes the goverment can't afford to rise the salaries of ordinary goverment employees, then they will have less to steal. Goverment has already exceeded the budget. Goverment officials should stop steal.How many millions on cars ,hotels and WC tickets and the employees will once again take the offer.Unions should for once have the b&775 and stand firm and keep on striking until the demands are met or suffer in silence.

Government employees (& trade unions) must get a wake up call! People in the public sector haven't been getting yearly increases for 1 to 3 years now. Public sector employees are being retrenched daily; today and my wife's work! This culture of yearly increases fuels inflation.
