Johannesburg - Finance Minister Pravin Gordhan will soon meet with the auditor general and the chairperson of the Standing Committee on Public Accounts (Scopa) to discuss the issue of 2010 FIFA World Cup ticket purchases by government departments, public enterprises, and municipalities, the National Treasury said on Wednesday.

"While there may be legitimate reasons for buying tickets to advance the business case of public enterprises and government departments, concern has been raised as to what action may be taken should the auditor-general deem this expenditure wasteful or fruitless.

"The Public Finance Management Act (for national and provincial government) and the Municipal Finance Management Act (in the case of local government) clearly outlines that the responsibility to ensure that public funds are not wasted rests with accounting officers," the treasury said.

This would be the director general in the case of a national department and municipal manager in the case of local government, it stated.

"Each director-general is in turn accountable to parliament for the expenditure of public funds. Parliament is the authority responsible for approving budgets and authorising the transfer of funds from the National Revenue Account to the relevant departments," the treasury said in a statement.

"The minister reiterates his call for civil servants to live up to their moral contract with citizens and for restraint and discernment to be exercised in the use of public funds," it said.

Using taxpayer's money for world cup tickets is a blatent offence which I see as corruption, embezelment and theft.

It would be interesting to see, how much private institutions spend on tickets! Definitely not the millions that these government institutions spend - they're also it business and trying to win Clients over. I guess they were frugal!!!

We need a Constitutional Court ruling on how public (tax) money needs to be treated, as well as clear actions to be taken against violators. The action to be taken when the Auditor General issues a bad report should be better defined. The Auditor General is treated like a toothless old dog, and its damming reports have become a regular joke. Government departments compete to see who can generate the worst report, while those taxed watch in dismay. I hope Gordhan will turn this around as he did at SARS.

Did anyone see Trevor's pathetic and typically arrogant response to this? He was the first to suggest that public entities had to compete for business. What irony... it would be WONDERFUL if we had a CHOICE about who provided us with our services. It's also sad that we praise Gordhan for following up on this... I mean, I'm also thankful that there is some kind of response but in a real democracy the people involved would already be tendering their resignations...

The correct decision would be that the responsible Directors General be punished for wasting tax payers money and that each and every civil servant who benefitted be punished for dealing in the wasting of tax payers money and they must pay each cent back with interest

Why do I get the feeling that IF Bafana Bafana/BaGhana BaGhana was in the final then this NOW would not AGAIN be raised as an ANC issue HOWEVER seeing that neither team is not, the "issue" is again raised as a ANC "problem". At the end of the day the tickets were purchased using our hard earned Tax Payer money, so yes I was cross (along with 3.499mil others who ACTUALLY pay tax) when story first broke 3.5 weeks ago as Tax Payers were not consulted for this corrupt expenditure so I expect those Individuals to pay for their tickets therefore reimbursing the Public Funding Account BUT HEY the end of the day, I have not had to hear about ANC side of Government for 3.5 weeks where Trivial Political Brownie points are attempted to be scored AND THAT has been SHEER BLISS ... so if it no longer worries me as the Tax Payer, your loyal public funder, then why Pravin does it NOW worry you (the SWC is not over yet!!!!) Why in heavens name do you actually think SA has SO ENJOYED the world cup... yes Pres Zuma told you to behave yourselves - so let us enjoy the solitude too, see the international guests off then you can raise your issues via the media WHEN SA Citizens do not then have to be Internationally humiliated!!!!

Why worry now? The bid was won a couple of years ago, why were those specifics to policy and procedures with regards to purchase of tickets not dealt then. Is it the first time these departments bought "tickets". F@k weet, hulle wil nie leer nie.

The Government is totally wrong and is using a lame excuse in saying that parastatals and Municipalities are in the same position as private enterprise in having to compete for business.It is taxpayers money that essentially funds the 'black holes" of parastals and Municipalities.

A little too late! This meeting should have taken place weeks ago. Thousands of South African's like ourselves battled to get tickets to the games.We had the money but couldn't get the tickets. Once again we have been screwed by our government!

Big up to you Mr. Gordhan...This will probably be swept under the carpet...but it was worth the effort anyway. Seeing as you control the country's finances now, can you not investigate a bit further into the DA's 'Wasteful Expenditure' report since a report by a non-ANC party will not cover up much, (perhaps other than their own dirty secrets). I am sick to the hilt about the abuse of the thousands of Rands which I fork out towards tax each month. Can you also enforce all taxi operators to begin paying tax? If you can't do it, no one can...
