Corruption at Robben Island?

Cape Town - Robben Island Museum has earned a disclaimer of opinion from Auditor General Terence Nombembe for its 2007/08 financial statements.

The AG said, among other things, that because of inadequate controls over tourism income, he had been unable to satisfy himself as to the completeness of the total ticket sales of R28 335 209.

There were no alternative audit processes that could be performed to obtain reasonable assurance that tourism revenue had been completely recorded, he said in his report attached to the museum's annual report tabled in Parliament.

Insufficient evidence was provided to substantiate adjustments of R7 391 898 to the 2006/07 figures.

A material unexplained difference of R945 995 was identified in the 2006/07 figures disclosed in the cash flow statement.

The amount was disclosed as an unexplained reconciling item in the cash flow statements, and, as a result, significant uncertainty existed regarding the valuation of the opening balances of all balance sheet accounts.

Sufficient evidence could also not be provided to substantiate spending of R1 110 950, while spending of R784 900 had been recorded in the wrong accounting period, meaning the spending disclosed in the statement of financial performance had been overstated, the AG said.

In July last year, the museum's council suspended chief executive officer Paul Langa, chief operating officer Denmark Tungwana and chief finance officer Nash Masekwameng.

"The decision to suspend the three came as a result of a forensic report on key operations of the museum," the council said at the time.

Seelan Naidoo was then appointed interim CEO with immediate effect.

In a statement on Monday, Desiree van der Walt of the Democratic Alliance said the museum's 2007/08 annual report confirmed allegations that emerged last year about the extent of the large-scale corruption in the museum's management.

"The report once again highlights the need for the Minister of Arts and Culture, Pallo Jordan, to make public the forensic audit which last year resulted in the suspension of the museum's chief executive officer, chief operating officer and the chief financial officer," she said.
