Pretoria - The controversial Administrative Adjudication of Road
Traffic Offences (Aarto) Act comes into force in Port Elizabeth,
Durban, Ekurhuleni and Cape Town on July 1.
The date, which falls during the course of the Fifa World Cup
soccer tournament, was proclaimed in the Government Gazette last week.
Cape Town has already shown resistance and Sake24 understands
that the legislators in the other three metropolitan councils are
putting their objections into writing.
A number of these legislators told Sake24 that they were busy with
preparations for a safe tournament and didn't currently have time to
send staff for Aarto training.
Three of the four cities are host cities and the fourth is the
home of the OR Tambo Airport, at which by far most of the expected
373 000 foreign guests will arrive.
Moreover, the Aarto legislation is not functioning properly and
the traffic authorities are concerned that its implementation during
the tournament will cripple effective law enforcement.
