My suggestion is a fairly simple one which will have a double benefit for the state coffers.
 
My suggestion is to increase the confidence of the taxpayer.

A taxpayer who is confident that the government is not going to waste his money will be far less reluctant to part with his money knowing that his money is going to be well-managed and well spent.

I am sure that people will pay more taxes and more people will be willing to come into the tax network, i e. tax evasion will decrease and tax compliance will increase.

However, when the taxpayer is of the opinion that his money is not being well-managed and well spent and that his money is being wasted, he will be most reluctant and unwilling to part with his hard earned wage. More people will contemplate the evading tax and the evading the tax net.
 
I know this is really Mickey Mouse stuff and will probably be scoffed at.
 
Nevertheless, I assure you that if you introduce measures to plug the holes and to get your colleagues to re-embrace the high moral values and standards that were once held by the leadership of your comrades, (you will see real results).
