Cape Town - Finance Minister Trevor Manuel announced in the National Assembly on Tuesday that additional investment will be provided to help meet universal targets on among other things water and sanitation.

The medium term budget policy statement which he presented in the house said that the bulk infrastructure required to extend these services to more households has come under pressure, and it promised that the 2009 Budget will provide additional funding to alleviate these shortages.

The bulk infrastructure grant receives R3.1bn over the next three years. The programme focuses on mainly regional and district water storage and supply capacity.

"Twelve projects valued in aggregate at R113.8m are under construction across the nine provinces," the statement said. It added that an additional 19 projects valued at R158.8m are at design stage and another 45 at feasibility stage.

The statement also reported that the De Hoop dam - to be among the five highest in the country - is 20% complete, and the rate at which concrete will be poured will increase significantly from this month.

The dam will have a storage capacity of 330 billion litres and serve a population of 800 000 as well as 23 mines in Limpopo. Funding for the bulk distribution system will be partly met from the fiscus, with the balance financed through 20-year loans to be recovered from mining and commercial users.
