Cape Town - Minister of Human Settlements Tokyo Sexwale is to receive R121.9bn this year, an allocation that comes with an instruction to prioritise job growth.
“Realising this outcome will require speeding up service delivery, eliminating regular patterns of underspending in certain provinces, and improving the efficiency of local government,” said the budget review document tabled with the budget.
With an additional R6.1bn allocated over the medium term, planned expenditure on housing and community amenities increases from R102.1bn in 2010/11 to R138.4bn in 2013/14.
The largest component in this function is community development, which makes up 47.4% of expenditure in 2011/12.
Government aims to upgrade 400 000 households in informal settlements by 2014.
According to Treasury figures, nearly 60% of all households in informal settlements are in the country’s eight metropolitan municipalities.
An additional amount of R2.1bn has been allocated over the medium term to the department of human settlements for municipal infrastructure, to support informal settlement upgrades through the new urban settlements development grant.
This grant will enable cities to take greater control of planning and budgeting for housing and basic services.
The capital restructuring grant for social housing receives an additional R972m over the medium term to build 6 000 affordable rental units.
Sexwale’s portfolio will also be included as part of a broader plan to speed up the growth and development in South Africa’s cities, which Gordhan says have “immense potential for inclusive growth and which are home to millions of poor people”.
The aim is to allow these cities or “engines for growth” to take on more functions like housing as they are able to. Sexwale, for example, will implement the accreditation of municipalities which have shown they can manage the low-cost housing subsidy system.
“These are steps that create direct responsibilities for city councils, and open up opportunities for accelerating investment and change in the urban landscape and how cities promote their local economic development,” Gordhan told MPs during his speech to parliament.
